What the MFA Controls

The Ministry of Foreign Affairs is Ukraine's top-level authority for all matters involving Ukrainian citizens abroad and foreign nationals seeking to enter Ukraine. Understanding what the MFA does — and what it does not do — helps you direct questions to the right authority and avoid being misled by agents.

  • Issues D-type visa policy: The MFA sets the rules for all Ukrainian long-stay visa categories — employment, study, business, family — and publishes the official requirements on mfa.gov.ua.
  • Sets embassy instructions: Every Ukrainian embassy worldwide, including the one in Dhaka, operates under instructions from the MFA. If the MFA changes a requirement, all embassies implement that change.
  • Publishes official requirements: The visa.mfa.gov.ua portal and the mfa.gov.ua consular affairs section are the only authoritative sources of visa document requirements for Ukraine.
  • Manages consular sections globally: The MFA is responsible for staffing and operating Ukraine's 120+ diplomatic missions worldwide. It handles matters like consular registration of Ukrainians abroad and authentication of documents.

The MFA does not issue work permits — that is the responsibility of the State Employment Service of Ukraine (ДСЗ / DSZ). The MFA does not issue Temporary Residence Permits (TRP) — that is the State Migration Service (ДМСУ). Confusing these agencies is a common mistake that leads to applicants contacting the wrong body with questions.

How to Use mfa.gov.ua as a Bangladeshi Applicant

The MFA website can be intimidating in its scope, but for a Bangladeshi applicant the relevant sections are narrow and specific. Here is what to check and when:

Check the Bangladesh country page

The page at mfa.gov.ua/en/countries/bangladesh is the MFA's dedicated reference for Ukrainian–Bangladeshi diplomatic relations. It lists the current Embassy of Ukraine in Dhaka contact details, the working hours, and any updates specific to Bangladeshi applicants. Check this page before relying on any other source for embassy contact information.

Embassy addresses, phone numbers, and working hours listed on third-party websites go out of date. The MFA's own country page is the most reliable source.

Download visa application forms from visa.mfa.gov.ua

The official visa application form must be downloaded fresh from visa.mfa.gov.ua before each application. The form is updated periodically and using an outdated version is a common reason for rejection. Do not use a form provided by a recruiter or agent — always download directly from the portal.

The portal may also allow online submission for certain visa types. Check whether Type D employment visas can be submitted digitally or require in-person attendance at the Dhaka Embassy.

Verify current consular fees

Consular fees are set in hryvnia equivalent and fluctuate with exchange rates. The correct current fee is published on mfa.gov.ua under the consular affairs section. Do not rely on fee amounts quoted by third parties — pay only the amount the embassy or VFS specifies at the time of your appointment.

Overpaying an agent on top of the consular fee is rarely recoverable. Know the official fee before attending any appointment.

Confirm the Dhaka Embassy is operational

Wartime conditions have affected some Ukrainian diplomatic missions. Before booking travel to Dhaka for a consular appointment, confirm on mfa.gov.ua/en/countries/bangladesh or by emailing emb_bd@mfa.gov.ua that the embassy is currently accepting appointments and processing the visa type you require.

Some Ukrainian embassies have suspended certain services during periods of heightened conflict. Do not assume operational status without checking.

The visa.mfa.gov.ua Portal

The visa.mfa.gov.ua portal is Ukraine's online visa application system. It was introduced to reduce the load on in-person embassy appointments by allowing applicants to submit documentation digitally for certain visa categories.

For Bangladeshi applicants, the key question is whether Type D employment visa applications can be submitted through the portal or whether in-person attendance at the Dhaka Embassy is required. This varies by visa sub-type and embassy capacity. As of 2026, most Type D applications involving a work permit still require at least one in-person embassy appointment for biometric data collection — but pre-submission of documents through the portal may be possible and can reduce appointment time.

Check visa.mfa.gov.ua directly for current availability. If the portal is unavailable or does not accept applications from Bangladesh, contact the embassy by email to confirm the correct submission procedure.

MFA vs Embassy vs VFS: Understanding the Hierarchy

Bangladeshi applicants frequently contact the wrong body with questions or complaints because the chain of authority is not clearly explained by agents or recruiters. Here is how decisions actually flow:

The decision on your visa is made by the Embassy, not by VFS. If your application is refused, the refusal comes from the Embassy. VFS has no authority to approve or reject visas — they are a logistics and collection service. Contacting VFS about a refusal reason is pointless; contact the Embassy directly.

  • mfa.gov.ua/en/news — the MFA's official news feed. Changes to visa policy, suspension of embassy services, or new requirements are announced here first. Check this monthly, or subscribe to their @MFA_Ukraine social media for faster updates.
  • mfa.gov.ua/en/countries/bangladesh — the Bangladesh-specific diplomatic page. This lists the current Dhaka Embassy details and any Bangladesh-specific advisories or announcements.
  • mfa.gov.ua/en/consular-affairs — the general consular affairs section covering visa categories, entry requirements, and document authentication guidance applicable to all nationalities.
No agent has MFA access or relationships

No immigration agent or recruiter in Bangladesh has access to MFA databases, a special relationship with MFA officials, or any ability to expedite, influence, or guarantee visa decisions. The MFA is a sovereign government ministry and its consular officers operate independently of any private third party.

Any agent who claims "MFA contacts," "inside knowledge," or the ability to speed up visa processing through unofficial channels is making a false claim. This is a known fraud pattern in the Bangladesh-to-Ukraine recruitment corridor. Do not pay extra money to anyone on the basis of claimed MFA access.
