Ukraine Work Permit Document Checklist: Employer Filing + Applicant Documents

The most important thing to understand about Ukraine work permits: the employer files in Ukraine, not you. You provide documents to your employer. Your employer's Ukrainian lawyer files with the State Employment Service. Here is the exact document list for every stage — employer filing, your Dhaka documents, D-visa application, and TRP after arrival.

Critical upfront

The Ukrainian employer files the work permit in Ukraine — not you. You cannot walk into the State Employment Service (DSZ) and apply for your own work permit. The employer is the applicant. You are the named beneficiary. You provide documents to your employer; your employer's representative submits to DSZ. Understanding this changes how you plan the process.

Section 1 — Employer's Filing Package (What Employer Submits to DSZ)

These documents are gathered and submitted by your Ukrainian employer (or their Ukrainian legal representative) to the State Employment Service at the employer's registered location. You are not responsible for obtaining these — but you should verify that your employer can actually produce them before committing to the process.

Company charter (Статут)

Certified copy of the company's constitutional document, confirming legal existence and permitted activities.

EDRPOU certificate / registration extract

Proof of company registration in the Unified State Register of Legal Entities. Must be current — extracts older than 3 months are typically not accepted. Verify on opendatabot.ua.

Financial statements (last year)

Evidence that the company is financially active and paying taxes. DSZ uses this to verify the employer has the means to pay the offered salary.

Vacancy announcement + labour market test documentation

Evidence of the 30-day domestic vacancy publication: DSZ portal publication record, plus one additional channel (industry job board, regional employment office, or company website with timestamped record). This is the most frequently inadequate document in employer submissions.

Draft employment contract

The contract to be signed with the foreign worker. Must specify: position, salary (at or above Ukrainian minimum for the role), work location, contract term, and working conditions. DSZ reviews for compliance with Ukrainian labour law.

Form 1-ПП (application form)

The DSZ standard application form for a work permit for a foreign national. Completed by the employer. Available from DSZ directly.

Director's passport copy

Copy of the Ukrainian company director's passport (or other authorised signatory).

Power of attorney (if representative filing)

If a Ukrainian lawyer or representative is filing on behalf of the employer (common), a notarised power of attorney authorising them to act on the employer's behalf.

Common employer-side error

The labour market test documentation is the most frequently rejected part of the employer's package. DSZ requires evidence from two domestic channels since the 2024 documentation update. An employer who only publishes on one channel will face a supplementary documentation request, adding 2–4 weeks to the process. Confirm with your employer that they understand the current DSZ requirements before they file.

Section 2 — Your Documents (What You Send to Your Employer)

These are the documents you gather in Bangladesh and send to your Ukrainian employer. The employer includes them in the DSZ filing package to demonstrate that the named worker meets the position requirements.

Passport scan (all pages including blank)

High-resolution colour scan of the biographic data page, all stamped pages, and blank pages. The passport must be valid for at least 18 months from the intended entry date to Ukraine.

Qualifications / degree certificate — legalized

Your academic or professional qualification. Requires the full Bangladesh–Ukraine legalisation chain: Bangladesh MFA attestation → Ukrainian Embassy Dhaka attestation → certified Ukrainian translation. Bangladesh is not a Hague Apostille Convention member — apostille is not valid. The full consular legalisation chain is mandatory.

CV / résumé matching the job position

Your CV must align precisely with the position title and requirements in the employer's vacancy announcement. Inconsistencies between your qualifications as described on your CV and the position requirements are a basis for DSZ refusal.

Police Clearance Certificate from Bangladesh Police

Issued by the Bangladesh Police (not the court system). Required to show no criminal record. Also requires legalisation: Bangladesh MFA attestation → Ukrainian Embassy Dhaka attestation → certified translation. Apply early — processing takes 1–3 weeks plus the legalisation chain time.

Legalisation chain note

Bangladesh is not a member of the Hague Apostille Convention. This means apostille stamps are not valid for Bangladesh-origin documents going to Ukraine. The correct chain is: original document → Bangladesh MFA attestation (10–15 working days) → Ukrainian Embassy Dhaka attestation → certified Ukrainian translation. Start this process early — it adds 4–6 weeks to your preparation timeline.

Section 3 — D-Visa Application at Dhaka Embassy (After Permit Issued)

After your Ukrainian employer receives the work permit from DSZ, you can apply for your D-01 employment visa at the Ukrainian Embassy in Dhaka. These are the documents for that application:

Original work permit certificate (issued by DSZ)

The physical permit document your employer receives from DSZ. They will send you a copy or the original depending on embassy requirements. Confirm with the embassy whether they require the original or a certified copy.

Passport (original)

Must be valid for at least 18 months from intended travel. All blank pages intact.

D-visa application form (downloaded fresh from consular.mfa.gov.ua)

Download on the day before your appointment — not from a cached source. Completed in full, including the expanded travel history section (past 5 years with dates and purposes).

2 passport photographs

3.5cm × 4.5cm, white background, matte paper, taken within 3 months. No glasses. Neutral expression.

Bank statement or employment income proof

Evidence of financial means. Recent 3-month bank statement showing sufficient funds. If employed in Bangladesh currently, pay slips also help.

Medical insurance (minimum €30,000 coverage)

Critical: must explicitly cover Ukraine. Many travel insurance policies exclude "conflict zones" — read the exclusions carefully. A policy with a Ukraine conflict exclusion is not accepted. The insurance must cover the full duration of your intended stay.

Consular fee (approximately €65 equivalent in BDT)

Verify the exact current amount on consular.mfa.gov.ua before attending. The rate in BDT changes with the EUR exchange rate. Bring slightly more than the calculated amount. Confirm payment method (cash at counter vs. other) when booking.

Medical insurance warning

Ukraine conflict exclusions in travel insurance policies have caused visa refusals. Before purchasing any medical insurance policy for your Ukraine visa application, read the exclusions section carefully. The phrase "conflicts, wars, or military operations" in the exclusions means the policy will not cover you in Ukraine. Policies marketed specifically for Ukraine are available — check coverage explicitly.

Section 4 — TRP Application After Arrival (DMSU)

Within 30 calendar days of entering Ukraine on your D-01 visa, you must submit your Temporary Residence Permit (TRP) application to DMSU. These are the documents required:

Work permit certificate (original)

The DSZ-issued permit. DMSU verifies it against their database.

Employment contract (signed original)

The actual employment contract signed by you and your employer. Must match the draft submitted with the work permit application.

Passport + entry stamp (original)

Your passport showing the D-01 visa and the entry stamp from Ukrainian border control.

Address registration confirmation (propyskan)

Proof that you have registered your address in Ukraine. Must be done before TRP submission — typically 1–3 days after arrival. Employer-provided accommodation can be used as the registered address if the employer provides a certified statement.

Photographs (2 biometric format)

Biometric photographs per DMSU standards. DMSU also collects your fingerprints and digital photograph at the appointment for the biometric TRP card.

DMSU application form

Completed at DMSU or available for download. Your employer's representative can help complete this.

DMSU appointment booking confirmation

Book your DMSU appointment via dmsu.gov.ua before travel. Do not arrive without an appointment in major cities — most DMSU offices operate by appointment only.

Document errors are the most controllable source of delay in the entire process. Every stage listed above has been seen causing a 2–8 week delay in real cases. A document review at the outset — before the employer files with DSZ — catches most of these before they create problems.
