The Ukrainian employer files the work permit in Ukraine — not you. You cannot walk into the State Employment Service (DSZ) and apply for your own work permit. The employer is the applicant. You are the named beneficiary. You provide documents to your employer; your employer's representative submits to DSZ. Understanding this changes how you plan the process.
Section 1 — Employer's Filing Package (What Employer Submits to DSZ)
Your Ukrainian employer (or its authorised representative) files these with the territorial office of the State Employment Service: in person, by post, through the employer's online cabinet, at a ЦНАП or via Diia (Law No. 5067-VI, Art. 42-2, part 4). This is the full list from Art. 42-2, part 1 for a standard hire. Officials may not ask the employer for documents the law does not list (Art. 42-2, part 7).
Application form
On the form set by the Cabinet of Ministers. In it the employer confirms that the position does not require Ukrainian citizenship or access to state secrets (Law No. 5067-VI, Art. 42-2, part 1, item 1).

Attached to the application (Art. 42-2, part 3). The fee depends on the permit term (Art. 42-4).
Representative's authority (if a representative files)
The file is lodged by the employer itself or by its authorised person (Art. 42-2, part 4). DSZ checks the employer's registration in the Unified State Register on its own (Art. 42-2, part 5), so the employer does not file a register extract.
The legal list of employer documents is short (Law No. 5067-VI, Art. 42-2): the application form, the worker's passport pages with a certified Ukrainian translation, a 3.5 × 4.5 cm photo, the certified draft employment contract, and proof of fee payment. The law sets no labour-market test or vacancy publication. Missing or defective documents suspend review and give the employer 7 working days to correct them (Art. 42-8); a complete file is decided within up to 7 working days (Art. 42-6).
Section 2 — Your Documents (What You Send to Your Employer)
From your side, the DSZ file needs only your passport pages and a photo (Art. 42-2, part 1). The employer may still ask for your CV and degree to check that you fit the job; those stay between you and the employer. A police clearance certificate is not part of the work permit file.
Passport scan and a 3.5 × 4.5 cm colour photo
The employer needs copies of the passport pages with your personal data for the DSZ file and has them translated into Ukrainian with a certified translation (Art. 42-2, part 1, items 2–3).
Qualifications / degree certificate — legalized
For the employer's own check of your qualification; the degree is not on the DSZ list in Art. 42-2. If a Ukrainian body later asks for it, documents issued abroad must be legalised unless a treaty of Ukraine provides otherwise (Art. 42-2, part 6).
CV / résumé matching the job position
For the employer's selection. Keep it consistent with the position in the draft employment contract.
Bangladesh has applied the Hague Apostille Convention since 30 March 2025, and Ukraine raised no objection. If a Ukrainian body asks for a Bangladeshi document, the chain is: original document → apostille from the Ministry of Foreign Affairs of Bangladesh → certified Ukrainian translation. Take the MFA processing time from its apostille portal.
Section 3 — D-Visa Application at VFS Dhaka visa centre (After Permit Issued)
After your Ukrainian employer receives the work permit from DSZ, you can apply for your Type D employment visa through the VFS Global Ukraine centre in Dhaka. These are the documents for that application:
Certified copy of the work permit (issued by DSZ)
The visa file needs a certified copy of the work permit (Resolution No. 118, para. 8). Your employer receives the permit from DSZ and sends you the certified copy.
Passport (original)
Passport valid at least 3 months after your planned departure from Ukraine, with at least two blank pages, issued within the last 10 years (Resolution No. 118, para. 5).
D-visa form registered on visa.mfa.gov.ua
Fill it in online on visa.mfa.gov.ua, print and sign it. Complete every section, including travel history.
One colour photograph
35 × 45 mm (Resolution No. 118, para. 5). Fingerprints and a facial image are taken at VFS.
Bank statement or employment income proof
Evidence of financial means. Recent 3-month bank statement showing sufficient funds. If employed in Bangladesh currently, pay slips also help.
Medical insurance (minimum €30,000 coverage)
Critical: must explicitly cover Ukraine. Many travel insurance policies exclude "conflict zones" — read the exclusions carefully. For a multiple-entry visa the consulate checks cover for at least your first trip (Resolution No. 118, para. 5).
Consular fee receipt
Consular fee per the tariff of the Embassy of Ukraine in New Delhi: the base rate under the visa rules is USD 65 unless reciprocity or a treaty sets otherwise, and urgent issuance costs double. Check the embassy consular-fee page before paying; the VFS service charge is separate. Confirm the payment method when booking.
Ukraine conflict exclusions in travel insurance policies have caused visa refusals. Before purchasing any medical insurance policy for your Ukraine visa application, read the exclusions section carefully. The phrase "conflicts, wars, or military operations" in the exclusions means the policy will not cover you in Ukraine. Policies marketed specifically for Ukraine are available — check coverage explicitly.
Section 4 — TRP Application After Arrival (DMSU)
After entering Ukraine on your Type D visa, submit your Temporary Residence Permit (TRP) documents no later than 15 working days before your permitted stay ends (Resolution No. 322, para. 17). File at your place of residence with a DMSU territorial office, the DMS state enterprise or a ЦНАП (para. 16). The list below follows Resolution No. 322, paras. 32–33:

Work permit + employer's undertaking
The DSZ work permit, and the employer's undertaking to notify DMSU and the employment service if your contract ends early (Resolution No. 322, para. 33, item 1).
Optional: lease or title document for your address
You may add a lease or the owner's title document for the address you state. Without one, DMSU checks the address with a home visit (Resolution No. 322, paras. 32 and 36-1).
Application form and biometrics — at the office
The officer prepares the application form and takes your biometric data when accepting the documents (Resolution No. 322, para. 22).

Document errors are the most controllable source of delay in the entire process. Every stage listed above has been seen causing a 2–8 week delay in real cases. A document review at the outset — before the employer files with DSZ — catches most of these before they create problems.
