Ukrainian immigration law has evolved significantly since 2022 due to wartime conditions. Some amendments are wartime measures that may be reversed after the conflict ends. Others are structural reforms that will persist regardless of conflict status. Where we can distinguish between the two, we note it. Where we cannot, we say so. Always verify current requirements with the relevant Ukrainian authority before submitting applications.
Chronological Change Log — 2024 to 2026
Extended Work Permit Validity for Priority Sectors (up to 3 years)
Work permits in construction, manufacturing, and IT sectors may now be issued for up to 3 years. Previously the standard maximum was 1 year with mandatory annual renewal. This reduces employer administrative burden for ongoing employment relationships and is the single largest procedural improvement for Bangladeshi workers in priority sectors since 2022.
Impact on BD applicants: Workers in construction, manufacturing, and IT no longer face annual permit renewal friction. The extended permit is employer- and position-specific — changing employer still requires a new permit regardless of remaining validity.
DMSU Online TRP Appointment Expansion to All Regional Offices
DMSU expanded its online appointment booking system at dmsu.gov.ua to cover all regional offices across Ukraine, not just Kyiv and major city centres. Foreign nationals can now book TRP submission appointments without in-person queue attendance at any DMSU location.
Impact on BD applicants: Workers in western Ukraine oblasts (Lviv, Uzhhorod, Rivne, Ternopil) can now book TRP appointments online from their employer's location. Book before travel — appointment slots in high-demand cities fill 1–2 weeks in advance.
Martial Law Extension — TRP Renewal Continuity Provisions
The extension of martial law includes continuity provisions for TRP renewals where processing backlogs at DMSU cause administrative delays. Foreign nationals who have submitted complete TRP renewal applications before the expiry date of their current permit are treated as having valid status during the period of processing. This is a wartime accommodation only — it does not extend overstay grace periods and does not apply to first-time TRP applications.
Impact on BD applicants: Workers already in Ukraine on TRPs who submit renewal applications before expiry have reduced risk of a status gap during DMSU processing backlogs. This does not remove the obligation to submit on time — it reduces the penalty for DMSU-side delays only.
Updated D-Visa Fee Schedule at Dhaka Embassy
The Ukrainian Embassy in Dhaka updated its fee schedule for D-type visa applications. Standard D-type processing fees are denominated in EUR and converted to BDT at the prevailing rate on the application date. As of early 2025, standard D-visa fees are approximately €65 (standard processing) and approximately €130 (urgent processing). Fee revisions happen periodically — always verify the current amount on the MFA consular portal at consular.mfa.gov.ua before your appointment.
Impact on BD applicants: Budget for BDT equivalent of approximately €65–70 for standard processing. Arriving with incorrect payment amount results in counter rejection. Confirm fee and payment method when booking.
Biometric TRP Card Mandatory for All New Applicants
All TRP cards issued from mid-2024 onward are biometric credit-card format with embedded chip and fingerprint data. Paper-format and sticker-format TRPs are no longer issued under any circumstances. Applicants holding older paper TRPs must apply for the biometric card format on next renewal — the old format is no longer accepted as valid residence documentation at DMSU or border control. Biometric collection (fingerprints and digital photograph) is conducted at DMSU at the time of TRP application.
Impact on BD applicants: All first-time TRP applicants receive biometric cards. No paper-format TRPs are issued. Allow time for biometric collection at your DMSU appointment.
Updated Employer Documentation Requirements — Labour Market Test
DSZ updated the documentation requirements for the labour market test (domestic vacancy publication). Employers are now required to provide certified evidence of vacancy publication from at least two domestic channels — the State Employment Service's own job portal plus one additional source (industry job board, regional employment office, or company website with timestamped record). The 30-day domestic publication requirement has not changed; the evidence documentation requirement has been tightened.
Impact on BD applicants: Employers unfamiliar with the updated requirements may submit incomplete labour market test documentation, causing DSZ to request supplementary materials and extending processing time by 2–4 weeks. Advise your employer to confirm current DSZ documentation standards before filing.

Work Permit Framework — Stable Core
Despite the changes above, the foundational Ukrainian work permit framework has not changed in its core structure. The employer-driven model remains: the Ukrainian employer applies to the State Employment Service (DSZ) on the foreign worker's behalf, 30 calendar days of domestic vacancy publication are required, and the permit is tied to a specific employer and position. Bangladeshi workers cannot self-petition for a Ukrainian work permit.
The 30-day TRP submission deadline from D-visa entry remains unchanged and is not suspended by wartime conditions. Plan your DMSU appointment before you board the flight.
