Ukraine Immigration Rule Changes

Amendments to Ukrainian immigration law since 2024 that affect Bangladeshi nationals — work permits, residence permits, and entry rules.

Important note

Ukrainian immigration law has evolved significantly since 2022 due to wartime conditions. Some amendments are wartime measures that may be reversed after cessation of hostilities. Others are structural reforms that will persist. Where we distinguish between the two, we note it.

Work Permit Amendments (2024–2026)

The core work permit framework — employer applies on worker's behalf, 30-day vacancy publication required, permit tied to employer and position — remains unchanged. However, several procedural amendments have been introduced:

  • Extended permit validity: Work permits may now be issued for up to 3 years (previously 1 year) for certain occupations in shortage sectors including construction, IT, and healthcare.
  • Simplified renewal: Administrative simplifications for permit renewals where the same employer and position continue. Reduced documentation requirements at renewal.
  • Digital employer portal: The State Employment Service introduced a digital employer portal for work permit applications. Processing via this portal is faster than paper applications for registered employers.

TRP Amendments (2024–2026)

Changes to the temporary residence permit framework relevant to Bangladeshi nationals:

  • Biometric TRP cards: All TRP cards issued since 2021 are biometric. If you have an older sticker-format TRP, you must apply for the biometric card format on next renewal.
  • DMSU online appointment system: DMSU expanded its online appointment booking for TRP applications. In-person queue appearances are no longer required in most oblasts — appointments are booked via dmsu.gov.ua.
  • Address registration reform: Address registration (propyskan) has been streamlined. Employer-provided accommodation can be registered as the foreign national's address if the employer certifies it.

Entry and Visa Rule Changes

Bangladesh remains a visa-required nationality. No changes to this status as of 2026. Ukraine has not introduced a Bangladesh-specific e-visa facility.

Martial law provisions affect the visa rule in one significant way: the 90-day no-TRP maximum stay rule has been administered more flexibly for some categories due to administrative backlogs. However, this is a practical accommodation, not a legal change — do not plan your migration assuming the 90-day limit will be waived. Apply for TRP within the statutory 30 days of D-visa entry.

Company Registration Rule Changes

Ukraine has continued the e-government reform of company registration. TOV (LLC) registration is now largely digital through the Diia portal. Foreign founders can register remotely with apostilled power of attorney. The Ministry of Justice's timeline has improved — standard registration now completes in 3–5 business days rather than the previous 7–14 days.

Bangladesh Government Changes

On the Bangladesh side, BMET digitisation has continued. The Smart Card system now integrates with airport departure systems electronically — checks are automated. BMET has also issued updated guidance on required documents for Ukraine specifically, distinguishing Ukraine from Gulf states in document requirements.

BAIRA licensing rules have not changed materially. BAIRA agents remain regulated under the Overseas Employment and Migrants Act 2013. No new bilateral labour agreement between Bangladesh and Ukraine was signed as of May 2026.
