What Is a Temporary Residence Permit?
A Temporary Residence Permit (посвідка на тимчасове проживання, TRP) is a physical card-format document issued by the State Migration Service of Ukraine (DMSU) that authorises a foreign national to reside in Ukraine for a defined period. It is your primary identity and legal status document while living in Ukraine as a foreign national.
The TRP is not a work permit. A TRP alone does not authorise you to work — employment-based TRP applicants must have a valid work permit as the underlying legal basis. The TRP is the residence authorisation; the work permit is the employment authorisation. Both must be valid simultaneously for lawful employment in Ukraine.
The Five TRP Grounds Available to Bangladeshi Nationals
| Employment | Valid Ukrainian work permit issued by DSZ. Most common ground for Bangladeshi workers. TRP is issued for the work permit validity period (typically 1 year). Work permit renewal triggers TRP renewal eligibility. |
|---|---|
| Education / Study | Official enrolment at a state-accredited Ukrainian university or educational institution. TRP is issued for the academic year and renewed on re-enrolment. Full-time employment is not permitted on a student TRP without a separate work permit. |
| Business ownership | Founder and/or director of a registered Ukrainian legal entity (typically an LLC — Товариство з обмеженою відповідальністю, TOV) with active business operations. The company must demonstrate actual business activity — a dormant company is insufficient. |
| Family reunification | Spouse, parent, or adult child of a Ukrainian citizen or of a foreign national holding a permanent residence permit in Ukraine. Marriage certificate or birth certificate (apostilled and translated) plus the Ukrainian relative's status documents required. |
| Long-term resident status | Available to foreign nationals who have held a TRP continuously for 5 years and qualify for Permanent Residence (PPP). This is the pathway ground rather than an initial entry ground — you apply for PPP on the basis of accumulated lawful residence, not as an entry pathway. |
Documents Required — Base Set for All TRP Applications
Regardless of the TRP ground, all applicants must provide the following. The ground-specific documents are in addition to this base set:
- Valid passport with at least 18 months remaining validity — bring both the original and a certified Ukrainian translation of the biographical page.
- Completed DMSU application form — available at the DMSU office or on dmsu.gov.ua. Must be completed in Ukrainian.
- 8 passport photographs in the standard format: 35mm × 45mm, white background, no glasses, taken within the last 6 months.
- Proof of registered address (propiska) in Ukraine — see section below.
- Medical insurance covering Ukraine for the full TRP period (typically 1 year). Ukrainian domestic insurer policy is preferred by DMSU.
- Police Clearance Certificate from Bangladesh — apostilled and with certified Ukrainian translation — issued within 6 months of the TRP application date.
- State fee payment confirmation — pay at any bank using the DMSU payment details; retain the original receipt.
- Ground-specific documents (work permit, university letter, company registration, or family documents).
Ground-Specific Document Requirements
| Employment ground | Original work permit issued by DSZ; signed employment contract (Ukrainian language, Labour Code compliant); employer EDRPOU extract from the Unified State Register. |
|---|---|
| Education ground | Original university enrollment certificate confirming current registration; tuition payment confirmation; dormitory or accommodation registration letter from the university. |
| Business ground | TOV (LLC) state registration extract (EDRPOU); company charter; director appointment documents; evidence of business activity (invoices, tax filings, bank statements); personal РНОКПП (tax number) of the foreign director. |
| Family reunification | Marriage certificate or birth certificate (apostilled and with certified Ukrainian translation); Ukrainian relative's identification documents (Ukrainian passport or PPP card); written invitation/confirmation from the Ukrainian-side relative. |
The Registered Address Requirement (Propiska)
Every TRP applicant must have a registered address (місце реєстрації) in Ukraine. This is distinct from where you actually live — it is the address that appears on official documents. Ukrainian residents register their address at the local DMSU migration office.
For foreign nationals, the registered address is typically the address of the accommodation where they will reside. To fulfil this requirement:
- Rental agreement: if you are renting, your landlord must consent to your registration at their property. Many landlords in Ukraine provide informal accommodation without a formal rental agreement — this is not acceptable. You need a written rental contract.
- Employer-provided accommodation: if your employer provides accommodation, they can register you at the company address or at the accommodation address. Confirm this is arranged before your DMSU appointment.
- Registration first visit: some DMSU offices require you to register the address before accepting the TRP application. Confirm the sequence with your legal adviser before booking the appointment.
DMSU Application Process — Step by Step
- Book an appointment: DMSU appointments are booked through the iQueue system (iqueue.gov.ua) or through the DMSU portal. Walk-in appointments are not accepted at most Kyiv offices and increasingly at regional centres. Book as early as possible — appointments in major cities can be scheduled 2–4 weeks out.
- Prepare all documents before the appointment: missing a single document means the application is not accepted and you must rebook. Prepare a checklist and verify every item before attending.
- Attend with your legal adviser: DMSU appointments are conducted in Ukrainian. If your Ukrainian is not fluent, bring your legal adviser or a licensed Ukrainian interpreter. The officer will not conduct the appointment in English or Bengali.
- Biometric data collection: at the appointment, DMSU collects your fingerprints and a digital photograph. This is mandatory and cannot be done remotely. You must attend in person.
- Receipt of application: if all documents are in order, you receive a receipt confirming your application has been accepted. This receipt is not a TRP — it is a document confirming your application is under review. You are legally present in Ukraine during processing if you applied before your visa or existing TRP expired.
- Collect the TRP card: DMSU notifies you when the card is ready. You must collect it in person. Processing: 15–30 working days from accepted application for a first TRP.
What the TRP Card Looks Like
The Ukrainian TRP is a credit-card-format biometric document with the Ukrainian trident (tryzub) embossed and the holder's photograph and biometric data embedded. The card shows: your full name in Ukrainian transliteration and Latin script; date of birth and sex; document number; validity dates; the ground of issue; and the issuing DMSU office code.
Check all fields on the card when you collect it. If your name is misspelled or dates are wrong, request a correction immediately at the collection window. Corrections after leaving the office require a new appointment.
Duration, Validity, and Renewal
| Employment-based TRP | 1 year (matching work permit validity). Renewable annually while the work permit and employment remain valid. |
|---|---|
| Study-based TRP | 1 academic year. Renewed annually on re-enrolment confirmation from the university. |
| Business-based TRP | Up to 1 year initially. Renewed on confirmation of continuing commercial activity (tax filings, invoices). |
| Family-based TRP | Up to 1 year. Renewed while the Ukrainian-side relative maintains qualifying status. |
| Renewal window | Apply no later than 30 days before expiry. Recommendation: start 6 weeks before expiry to allow document collection time. |
| Renewal processing time | 10–20 working days — shorter than first applications. |
Common Refusal Reasons and How to Avoid Them
- Ground document not valid: work permit expired, company struck off the register, or enrolment lapsed before application date. Verify all ground documents are current before attending DMSU.
- Registered address not verifiable: informal accommodation without a written rental contract or employer registration letter. Always formalise your housing arrangement before TRP application.
- Police Clearance Certificate expired: PCC must have been issued within 6 months of the TRP application date, not just within the past year. Check the issue date carefully.
- Missing Ukrainian translations: DMSU requires certified Ukrainian translations of all foreign-language documents. Untranslated documents are not accepted.
- Application submitted after visa expiry: even one day of overstay creates a legal violation that complicates the TRP application. Apply within the legal window — no later than 15 working days after entry.
- Business ground with dormant company: DMSU rejects business TRP applications when the company shows zero activity. Ensure the company is invoicing and filing taxes before applying.
Grounds Transfer
It is possible to change the ground of your TRP — for example, from student to employment if you complete your studies and take a job. The process requires a new TRP application on the new ground with a full document set for that ground. There is no automatic transfer — the old TRP continues until its expiry while the new application processes, or you may need to depart and re-enter depending on timing.
Permanent Residence Pathway
Foreign nationals who have held a TRP continuously for 5 years may apply for a Permanent Residence Permit (посвідка на постійне проживання, PPP). The 5-year period must be uninterrupted — long absences from Ukraine (generally over 6 months at a stretch) may break the continuity. Permanent residence removes the annual renewal requirement and provides more stable status, though it still does not grant Ukrainian citizenship.
