Apply through your local police / district Special Branch. The PCC later needs consular legalisation (not apostille) for use in Ukraine.

Comilla (Cumilla) — local scam warning

Cumilla’s established migration networks also attract sub-agents who resell fake Ukrainian job offers along the Dhaka–Chattogram corridor. Never pay a local agent a lump sum for a “guaranteed” Ukrainian permit — the permit is filed by the Ukrainian employer, not bought in Cumilla.
