Ukrainian visa applications, however, cannot be submitted in Sylhet — the only Ukrainian Embassy in Bangladesh is in Gulshan-2, Dhaka. Which Visa Type Applies — Type D (Long-Stay)

Bangladeshi nationals pursuing employment in Ukraine require a Type D visa — the long-stay national visa. The Type D work visa is issued on the basis of a Ukrainian work permit from the State Employment Service (Державна служба зайнятості, DSZ). No work permit means no visa application — the permit must be in hand before you begin the embassy process.

For study purposes, a Type D student visa requires an enrollment letter from an accredited Ukrainian university plus proof of financial support. Both employment and study D-visa applications are submitted at the Ukrainian Embassy in Dhaka.

The Only Ukrainian Embassy in Bangladesh — Dhaka

All Ukrainian visa applications in Bangladesh are handled by the Embassy of Ukraine in Gulshan-2, Dhaka. There is no consular presence outside Dhaka. Sylhet applicants must plan a dedicated trip to Dhaka for their embassy appointment.

Step-by-Step Process for Sylhet Applicants

Employer secures Ukrainian work permit

The work permit is applied for in Ukraine by your employer, not by you. The State Employment Service processes employer applications in 45–60 business days. The original permit is sent to Bangladesh. Do not begin embassy preparations until you have the original permit in hand.

Prepare all documents in Sylhet

Medical fitness check at a BMET-approved centre in Sylhet. Certified translation of employment contract (English is sufficient for embassy). Bank statement from your Sylhet branch. Two passport-size photos. Complete and sign the visa application form. Police clearance from CID Dhaka (can be applied for by post). Allow 2–3 weeks minimum for this stage.

Travel from Sylhet to Dhaka (250 km, 4–5 hours by road)

Book your embassy appointment first, then arrange travel. Osmani International Airport in Sylhet serves direct flights to Hazrat Shahjalal in Dhaka (approximately 45 minutes). Train options include Parabat Express and Upaban Express (6–7 hours). Road journey is approximately 4–5 hours. Stay near Gulshan or Banani in Dhaka for embassy access.

Attend embassy appointment and submit documents

Arrive during consular hours (09:00 – 12:00). Submit your full document set. Biometrics are collected at this stage. Receive acknowledgement receipt. Processing begins from the date of submission — not from your appointment date.

Wait for processing — 5 to 15 business days

You may return to Sylhet during this period. VFS Global offers a passport courier return service — confirm availability at submission. If using courier return, you do not need to travel back to Dhaka for collection. If collecting in person, plan your second Dhaka trip approximately 15–18 business days after submission.

Complete BMET Smart Card clearance

With your D-visa in passport, attend BMET for Smart Card clearance. Sylhet Division residents can complete this at the Sylhet BMET office rather than travelling to Dhaka. Processing takes 3–5 business days from complete document submission.

Travel to Ukraine and apply for TRP within 30 days

On arrival in Ukraine, register your address and apply for a Temporary Residence Permit at the local State Migration Service (DMSU) office. This must happen within 30 days of first entry.

Practical Logistics — Sylhet to Dhaka

Sylhet is approximately 250 km from Dhaka by road. Travel options:

By airOsmani International Airport (ZYL) to Hazrat Shahjalal (DAC) — 45 minutes. Multiple daily flights. Adds airport transfer time; most practical for time-pressed applicants.
By trainParabat Express or Upaban Express — 6 to 7 hours. Comfortable intercity trains. Book seats in advance during busy periods.
By busMultiple bus operators via Dhaka–Sylhet Highway — 4 to 5 hours in moderate traffic. Night buses allow arriving rested for a morning appointment.

Visa processing takes 5–15 business days from submission. You are not required to remain in Dhaka during this period. Most Sylhet applicants submit the application, return home, then travel back for collection — or use the VFS courier service. Plan accommodation near Gulshan or Banani for the appointment day and the day before. A two-night Dhaka stay is a practical minimum.

BMET in Sylhet Division

Sylhet Division has a BMET district office handling pre-departure formalities for the region. Workers can begin the BMET registration process locally. Smart Card clearance — the final mandatory step before airport departure — requires your valid D-visa and original work permit, so it follows the Dhaka visa step.

Sylhet Division has a large overseas worker population with established remittance networks to the UK, USA, and Gulf states. Ukraine is a newer and less familiar destination here, making it attractive territory for fraudulent agents. Common patterns: a Sylhet-based agent claims to arrange a Ukrainian work permit directly from Bangladesh without employer involvement; an agent claims to have a consular connection that bypasses the Dhaka embassy requirement; an agent provides a document described as a "Ukrainian visa" without your passport leaving your possession. All three are fraud. Ukraine work permits are issued in Ukraine by DSZ. Visas are issued in Dhaka by the embassy. No Sylhet agent has authority over either process.
